Will The Next Governor of South Carolina Embrace Casino Gambling?
South Carolina stands among the few remaining states without commercial or tribal casinos, sports wagering, online gaming, or even parimutuel betting.
There is widespread hope that the next governor will consider changing this situation, as the residents of the Palmetto State are set to vote in November for their new leader. At this point, US Representative Nancy Mace (R-SC) and South Carolina Lt. Governor Pamela Evette are seen as the leading candidates, although US Representative Ralph Norman (R-SC) and SC Attorney General Alan Wilson are also showing strong support in polls.
Recently, three candidates for the 2026 gubernatorial race participated in a debate at the fully booked Newberry Opera House, where gambling was among the topics addressed. None of the contenders firmly stated they would veto a gambling-related proposal.
While Mace avoided providing a definitive stance on the potential for commercial casinos, both Norman and Wilson expressed clear opposition to slot machines and table games. Norman specifically mentioned that he would refuse campaign contributions from any gambling-related interests.
Evette was absent from the debate.
South Carolina Casinos
In recent times, attempts have been made in Columbia to permit casinos in the state’s rural areas, focusing on locations near exits off Interstate 95. Additionally, discussions regarding sports betting legislation have taken place but have not succeeded.
Critics argue that the gaming proposals have been futile since Governor Henry McMaster (R) has consistently vowed to reject any gambling bill that arrives on his desk.
“I’ve always opposed gambling. I think the majority of the people in the state do not want casino gambling, and I don’t either,” McMaster has said previously.
Although Norman will not accept campaign contributions from special interests associated with casinos or sports wagering, religious organizations and faith-based political action committees hold significant influence in Columbia. They utilize their substantial financial resources to persuade lawmakers against gaming legislation.
"Christians will not stand for policies that exploit communities and weaken families. When people of faith unite to stand for their communities and speak truth with conviction, faith wins,” the nonprofit Faith Wins website declares.
Faith Wins’ Founder and CEO Chad Connelly states he is “mobilizing and activating” faith leaders and pastors nationwide to stand against gambling. The “Pastor Day” event held by Faith Wins in January saw participation from over 175 pastors representing 11 different denominations.
2026 Gubernatorial Odds
The Republican Party suggests there is a 95% chance of retaining the governorship in the strongly Republican state of South Carolina. The GOP gubernatorial primary election is scheduled for June 9.
On the prediction market Kalshi, Evette currently leads as the top trading choice, with shares valued at 26 cents. Following her is Wilson, priced at 25 cents, while Mace’s shares are at 21 cents. Winning shares can be exchanged for $1.
South Carolina has not experienced a Democratic governor since Jim Hodges, who held office for one term from 1999 to 2003.
